(Sacramento) -- Assemblymember Phil Ting (D-San Francisco), Chair of the Assembly Democratic Caucus, gave Governor Jerry Brown high marks for his 2014 State of the State address. Following the speech to a joint session of the California State Legislature, Ting said he was pleased with California's progress to restore financial stability and to investing in education. However, Ting expressed concern about the growth of corrections spending.
