New California Budget Funds Priorities
While Boosting Reserves

The Legislature just sent Governor Brown a $200B state budget that's balanced and on-time. As Chair of the Assembly Budget Committee, I can tell you it makes the right investments while setting aside money that can help us weather an economic downturn in the future. The highlights include:

  • Homelessness: $500M to help local governments address the crisis with immediate shelter and services.
  • K-12 Education: Per pupil spending is now $11,639, up $1,000 from two years ago.
  • Higher Education: Both UC & CSU won't have to raise tuition this Fall since we increased their funding; also enables them to accept more students.
  • Early Childhood: Thousands more kids will benefit from additional childcare & preschool slots.
  • Health Care: We are on the path that puts us closer to universal health care.
  • Anti-Poverty Efforts: CalWorks recipients will see increased grants to move children away from deep poverty. In addition, more low-wage workers will be eligible to get a tax refund with further expansion of the California Earned Income Tax Credit.
  • Reserves: $16B, which is larger than the entire general fund of 33 states.

I feel good about this budget because we're using better-than-expected revenues to lift up those who are still struggling despite our robust economy. No single budget can address every single need, but the smart and sensible choices in this spending plan move California closer to where we want to be.
